Fahad Zafar

Senior Manager for Education, Skills, & Youth, Tabadlab

Fahad Zafar is a versatile education professional with over 13 years of experience in leading education reform initiatives across Pakistan and Saudi Arabia. Currently serving as Senior Manager for Education, Skills, and Youth at Tabadlab, he has led the development of the District Education Performance Index (DEPIx) 2023 and manages a World Bank-funded parental engagement pilot that supports parents in improving children’s Urdu learning outcomes through technology. He also serves as an Education Champion for the Malala Fund, leading advocacy to address teacher shortages in girls’ schools across Pakistan.

Mr Zafar’s career includes key roles at CERP, Mott MacDonald, and DAI, as well as collaborations with the World Bank, USAID, and FCDO, contributing to high-impact education and social development projects. His work spans the Punjab Human Capital Investment Project (PHCIP) and the Out-of-School Children (OOSC) Survey in Balochistan, where he led field teams and community engagement to identify barriers to schooling for 3.63 million children.

Internationally, he has worked with the Education and Training Evaluation Commission (ETEC) in Saudi Arabia to design Mustaqbalhom, an app enabling parents to support their children’s learning, projected to reach two-thirds of Saudi parents by the end of 2024. He holds an MPhil in Education Leadership and Management from the Lahore University of Management Sciences (LUMS) and is recognised for his data-driven, evidence-based approach to advancing education and youth development.
