Kenneth Deane

Team Lead, Adam Smith International

Kenneth Deane works as the team lead at Adam Smith International, where his focus is on community protection, child protection, international cooperation, and prevention of illegal immigration. Previously, he was Senior Adviser to the President and Chief Operating Officer, GardaWorld, London in all matters related to the EU. He has also served as the EU’s Civilian Operations Commander and Director of Civilian Planning and Conduct Capability (CPCC) within the European External Action Service. CPCC is the Operational Headquarters for the EU’s civilian Common Security and Defence Policy (CSDP) Missions.

Mr Deane has also held two senior leadership positions within CSDP Missions: Head of Mission in the Police/Rule of Law Reform Mission in the occupied Palestinian territories (EUPOL COPPS), and as Deputy and Acting Head of Mission in the Police Reform Programme in Afghanistan (EUPOL Afghanistan). His experience in both operational policing and wider civilian security sector reform in fragile and post-conflict states is further complemented by his experience as a police officer in his home jurisdiction of Northern Ireland.
