Ahsan Younas

Managing Director, Punjab Safe Cities Authority

Mr Muhammad Ahsan Younas is the Managing Director of the Punjab Safe Cities Authority, leading the expansion of Safe City services and pioneering technology-driven law enforcement initiatives across the province.

With 27 years in the Police Service of Pakistan, Younas has introduced citizen-centric policing reforms, including the establishment of Police Khidmat Markaz (PKMs), Special Initiative Police Stations (SIPS), Meesaq Centres for minorities, and virtual centres for women, children, and vulnerable populations. He has also spearheaded innovations in public service and welfare, including the Punjab Police Public App, Intelligent Traffic Management System (ITMS), and integrated AI-driven surveillance systems. His efforts in reforming licensing processes, citizen feedback mechanisms, and emergency response systems have transformed policing and public service delivery in Punjab. Younas has received numerous accolades, including “Champions of Reforms” by the Government of Punjab (2013) and the “Excellence in Customer Service Award” at the World Police Summit, Dubai (2024).

He holds a BEng in Electronics from NED University, a BA in Law and MA in Political Science from Punjab University, an LLM from the London School of Economics, and a Masters in Public Management as a Lee Kuan Yew Fellow from the Lee Kuan Yew School of Public Policy and Harvard Kennedy School.
