Mumtaz Zahra Baloch

Spokesperson & Additional Foreign Sec., Ministry of Foreign Affairs, Govt. of Pakistan

Mumtaz Zahra Baloch is the Spokesperson and Additional Foreign Secretary for Strategic Communications & Public Diplomacy at the Ministry of Foreign Affairs, Government of Pakistan. She has previously served as Ambassador to the Republic of Korea (2020-2021) and as Minister/Deputy Head of Mission in China (2015-2020). Other overseas postings include her tenure in Washington DC as Counselor for Political Affairs (2006-2011) and a role at the UN in Geneva (1999-2002). At the Ministry of Foreign Affairs, Islamabad she served as Additional Foreign Secretary (Asia & Pacific), and Director for America, for the Security Council and Human Rights, and for Strategic Planning. During 2014-2015, Baloch also served as Director (Academic Programme) and later as Acting Director General of the Foreign Service Academy Islamabad. She holds a Master’s in Physics from the Punjab University, Lahore, and studied International Relations at the Fletcher School of Law and Diplomacy, USA. She also pursued European Studies and Public Administration at the Ecole Nationale d’Administration, France.
